Jim Scroggins, Executive Director

Jim Scroggins, the executive director of the Missouri lottery for the last 13 years, was hired in June 2005 to direct the startup of the Oklahoma lottery.

Mr. Scroggins brings a wealth of experience, knowledge and vision to this important position.  He was executive director of the Pennsylvania Lottery from 1987-1991 before being hired by Missouri. He previously worked for a company that specialized in printing instant lottery games.

During his tenure in Missouri, lottery sales grew from $220 million in 1992 to $791 million in 2003 and net profits grew from $66 million to $230 million during the same period.

He has a master's degree in psychology from the University of Illinois and a bachelor's degree in business administration from Southern Illinois University.
